RAW OPIUM: CHAPTER I.
(a.) That in the opinion of this conference each participating Government should enact effective laws and regulations for the control of the production and distribution of raw opiun. (Adopted unanimously.)
(b) That every participating Government should strictly limit the number of places through which raw opium may be exported or imported.
(Ten countries in favour, three of whom (France, Persia, and Portugal) with
reserve; Germany voted against resolution.)
(e) That every participating Government should adopt measures by special agreement or otherwise :-
(i.) To prevent the export of raw opium to countries that shall have prohibited the entry of such opium;
(i) Similarly to control the export of raw opium to countries which restrict its import.
(Eleven countries in favour, three (United States, China, and Persia) with
reserve.)
(d.) That every Government participating in the conference shall limit as far as is consistent with its own trade conditions, the number of places through which the exportation or the importation of raw opium shall be allowed. (Adopted unanimously.)
(e) That every package containing raw opium intended for export shall be so marked or branded as to indicate the contents of such packages, provided that the package exceeds 5 kilog. in weight. (Adopted unanimously.)
(f) That each participating Government shall prohibit the import or export of raw opium save through the agency of persons duly authorised. (Adopted unanimously.) (9.) That it is desirable that measures should be taken through the Universal Postal Union for regulating the transmission of raw opium through the post. (Adopted unanimously.)
PREPARED OPIUM: CHAPTER II.
(a.) The Governments taking part in the conference bind themselves to prohibit, as a general regulation, the importation and exportation of prepared opium.
(Nine countries voted in favour; one against (Portugal) and one (Great Britain)
ad referendum.)
It is agreed that all Governments represented in the conference should take measures for the gradual and effective suppression of the manufacture, distribution, and use of prepared opium, with due regard to the varying circumstances of each country concerned. (Adopted unanimously.)
(b.) It is agreed that those countries represented in the conference which may not be prepared to prohibit the exportation of prepared opium should do so as soon as possible, and in the meantime should restrict the number of places through which prepared opium may be exported. (Adopted unanimously.)
(c.) It is agreed that the Governments represented should forbid the exportation of prepared opium to such countries as now or may hereafter forbid its entry, and that in the meantime no prepared opium should be shipped to any country that wishes to restrict its entry, unless the exporting country conforms to the regulations of the receiving country. (Adopted unanimously.)
(e.) In the event of any country represented in the conference continuing to export prepared opium, such opium should hear a mark of identification.

(f.) It is agreed by the countries representated that no Government should permit the export of prepared opium except by persons authorised to do so. unanimously.)

(g.) It is agreed by the countries represented that it is desirable that measures should be taken through the Universal Postal Union for prohibiting the transmission of prepared opium through the post. (Adopted unanimously.)
MORPHINE AND COCAINE: CHAPTER IIL
That every participating Government undertakes, by pharmacy laws or regulations, to confine to medical and legitimate purposes the manufacture, sale, and use of morphine, cocaine, and their respective salts, and to co-operate with other Governments in preventing their use for other purposes. (Adopted unanimously.)
(1.) That the participating Governments approve that there should be limitation by law of the manufacture of morphine, cocaine, and their respective salts to premises which shall have been duly registered for such purpose. (Adopted unanimously.)
(2.) That the participating Governments should require all persons engaged in the manufacture, importation, sale, distribution, or exportation of morphine, cocaine, and their respective salts to take out a licence for that purpose. (Adopted unanimously.)
(8.) That the participating Governments should require that such licensed manufacturers and purveyors keep records of all their transactions concerning the manufacture, importation, sale, distribution, and exportation of morphine, cocaine, and their respective salts. It is understood that this regulation need not apply to dispensing and sales by duly authorised pharmacists. (Adopted unanimously.)
(4.) That each participating Government undertakes that such manufacturers and purveyors and their premises should be under Government supervision. (Adopted unanimously.)
(5.) That each participating Government undertakes that any sale of morphine, cocaine, and their respective salts should be forbidden in its internal commerce to all persons other than authorised persons. (Adopted unanimously.)
(6.) That each participating Government undertakes to examine the possibility of introducing legislation to penalise the unlawful possession of morphine, cocaine, and their respective salts." (Adopted unanimously.)
(7.) It is desirable that every participating Government should adopt measures to prevent the importation of morphine, cocaine, and their respective salts consigned to other than authorised persons. (Adopted unanimously.)
(8.) That in order to assist international co-operation with a view to confining the use of morphine, cocaine, and their respective salts to legitimate purposes the participating Governments undertake to prohibit by special agreement or otherwise the export of morphine, cocaine, and their respective salts from their countries and colonies to the countries, colonies, or leased territories of the other participating Governments unless the consignee be licensed under the laws of the importing country to receive the aforesaid drugs.
Any Government, however, desiring to avail itself of this provision shall from titue to time furnish information to the Government of the exporting country as to the persons licensed by it to import morphine, cocaine, and their respective salts.

(11.) That it is desirable that the advisability of regulating the transmission through the post of morphine, cocaine, and their respective salts, so far as may be practicable, should be brought under the consideration of the Universal Postal Union. (Adopted unanimously.)
(12. That whatever regulations are applied to the manufacture, importation, sale, distribution, or exportation of morphine, cocaine, and their respective salts should be similarly applied-
(a.) To medicinal opium;
(b.) To all preparations (officinal or non-officinal) containing more than 2 per cent. of morphine or more than 1 per cent. of cocaine;
